TENDER NO. PA/006/2022/23/C/04 For Procurement of Individual Consultants for resourcing in NCC Training Courses

1. This invitation for Expression of Interest (EoI) follows the General Procurement Notice (GPN) published through Tanzania Electronic Procurement System (TANePS) on 11th August 2022

2. The Government of the United Republic of Tanzania has set aside funds for the operations of the National Construction Council (NCC) during the financial year 2022/2023. It is intended that part of the proceeds of the fund will be used to cover eligible payments under the contract for the procurement of Individual Consultants for resourcing in NCC training courses.

3. The National Construction Council now invites interested individual consultants to indicate their interest in providing the services. The assignment is divided into six lots as indicated below:

Providing training on conduct and practice of Arbitration;

Providing training on construction contract administration;

iv.

Providing training on cost estimation for road works;

v.

Providing training on Microsoft project;

vi.

Providing training on practical aspects of procurement of works.

4. Interested individual consultants must provide information indicating that they are qualified to perform the services by submitting updated CV’s, description of similar assignments, experience in similar conditions and relevant skills.

5. You are requested to submit the written expression of interest, one original detailed Curriculum Vitae (CV) by 15th February, 2023 at 12:00 hours local time. The Detailed CV shall be marked “Lot one: Expression of Interest and Detailed CV for providing training on building maintenance” “Lot two: Expression of Interest and Detailed CV for providing training on conduct and practice of Arbitration”; Lot three: Expression of Interest and Detailed CV for providing training on construction contract administration”; “Lot four: Expression of Interest and Detailed CV for providing training on cost estimation for road works”; “Lot five: Expression of Interest and Detailed CV for providing training on Microsoft project”; and “Lot six: Expression of Interest and Detailed CV for providing training on practical aspects of procurement of works”.

6. The opening of CVs shall take place through the system after the deadline for submission.

7. A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 as amended in 2016 and the Public Procurement Regulations, 2013 – Government Notice No. 446 as amended in 2016 (hereinafter called Procurement Regulations).

8. CV’s shall be evaluated on the basis of the criteria shown in the Terms of Reference. Only individual Consultants scoring above 80 percent shall be engaged (depending on their availability) to carry out the assignments for the two financial years of 2022/2023 and 2023/2024 in case there will be a demand for training.

9. Any request for clarification with regards to this assignment shall be channeled through TANePS not less than five days before deadline for submission. The Client shall respond to clarifications received within three working days from the date of receipt of query.
