The National Construction Council (NCC) is a government institution established through Act of Parliament No. 20 of 1979 (National Construction Council Act CAP 162 R.E. 2008) and became operational in 1981. Its establishment was prompted by the need to have an institution for promoting the development of the construction industry in Tanzania.


To promote and provide strategic leadership for growth, development and expansion of the Construction Industry in Tanzania with emphasis on the development of the local capacity for Socio-economic development in the changing global environment.


To be an outstanding provider of strategic leadership for the development of a sustainable and internationally competitive Tanzania Construction Industry.

Business Philosophy

NCC fully recognizes and accepts its responsibility of ensuring that social and economic infrastructure projects are developed and maintained economically and that they will serve the intended objectives. Consequently it is committed to give intelligent, responsible and capable guidance to the industry in due regard. This embodies a commitment to the provision of top quality service to its customers by serving them as efficiently and effectively as possible.


To develop an internationally competitive industry that will be vibrant, efficient and able to undertake most of the construction projects in Tanzania and export its services and products and ensure value for money to the industry clients as well as environmental responsibility in implementation of construction projects.

Povert Alleviation

  • The Construction Industry is one of the sectors that can contribute to poverty eradication through sustainable employment creation and human resource development. Immediate possibilities to create employment opportunities are available through labour based construction related activities and community based delivery arrangements.

Economic Development

The construction Industry has been the driving force behind economic development throughout history as it is strategically important in creating the necessary physical infrastructure for economic and social activities in the attainment of sustainable growth.
